The device contains the floating body (1), the vertical rod (2) fastened to the floating body, the float (3) placed on the vertical rod with the possibility to reciprocate along the rod, the vertical shaft (4) fastened to the float, the limiter (5) provided at the upper end of the vertical rod so as to prevent movement of the float beyond the upper limit of the rod, the wheel (6) and the power generator (7) fastened to the limiter. The wheel is cinematically connected to the vertical shaft and to the mobile member of the power generator. When the float moves along the vertical rod, the wheel carries out rotary movements due to the rolling action along the vertical shaft and transmits the rotary torque to the mobile member of the power generator.

The device provides the high frequency of rotations of the horizontal drive shaft. The number of materials for manufacture of the device has been reduced. The mobile floating body allows transporting the device by water.
