An impact and tamper resistant lighting fixture is comprised of a base of a non-opaque plastic sheet with grooves for lighting for lighting to fit into such as LED lighting strips or tubes. An optional covering can be used to cover the open side of the grooves and all of the components may be installed piecemeal or as a unit. The lighting fixture may be flat against a ceiling or wall, for example a concrete ceiling or wall, and as such is impact resistant and tamper resistant.
