Emergency Cutting Tool - that cannot be used as a weapon

I have a patent pending for a pocket safety saw to be used for suicide intervention in secure facilities. The saw was designed to be used in jails and psychiatric treatment centers to cut through rope or similar material in the event of a hanging, without the risk of injury by accident or design.
The exemplary embodiment of the patent would be a small flexible plastic or rubber handle with an attached spiral saw blade. The blade would not readily cut human skin and tool itself not likely to be used as a striking weapon. This tool fixes a large oversight in secure facilities; it allows rapid response to suicide attempts but can be carried without compromising safety and security of the environment the way that traditional cutting tools(hook knives and seatbelt cutters) have.

Financial information

I am looking to license or sell the patent. The patent was recently filed so there isn't any additional intellectual property.

The Pocket Safety Saw belongs to a niche market, but it is a very large niche market. There are thousands of secure facilities in the united states, each of which employs hundreds of line officers or orderlies. Incarcerated individuals are 7 times more likely to attempt suicide and hanging is the most common method used. This tool could be carried at all times by all secured facility staff and the patent would also cover any potential culinary or hunting/fishing uses as well. It can be used for any purpose in which a cutting tool that will not cut human skin would be invaluable.
