Rotating advertisement with automatic speed adjusting

So far on the market, as you know, they are a lot of advertisement who‘re rotating by power of wind.
The mayor defect of this structure is dependency of weather conditions. If the wind speed is very fast, then advertisements are being rotated faster (about 20 m/s) which can cause damage of the ads or even their destructions. If situation is opposite than the rotting of ad is very slow (about 1-2 m/s).
My structure also consider flat area for writing the text, but for change, it has the elastic wing, which will be opened by weights under the influence of centrifugal forces, and in that way rotation of the advertisement will be accommodate to the speed of wing
